| Tanner Devine - OOWA PresidentBoard Member Since 2023 | Licensed Installer and PumperTanner Devine is the owner and CEO of A-1 Septic Systems in Stillwater, OK. Tanner's grandpa, Joe founded A-1 in 1981, and the company has been in his family ever since. Tanner and his wife, Shelby, purchased A-1 from his aunt before her passing and have had big goals ever since. Tanner has over 12 years of experience in the construction industry, specializing in dirt work and grading for state roadwork. With his expertise and outstanding customer service, Tanner has expanded A-1 Septic with new services - making it Stillwater's only full-service septic company. Tanner believes in the importance of continued education and excellence in this industry, and is proud to be a OOWA Board Member to ensure that. |
| Shane Biggs - OOWA Vice PresidentBoard Member Since 2011 | Installer and PumperShane Biggs is the owner and CEO of Biggs Backhoe which was founded in 1981 by Shane’s parents, Earl and Nita Biggs. Shane grew up installing lateral line septic systems and doing repairs with his parents. After college in 1991, he joined Biggs Backhoe full time. Over the course of the next few years, Biggs Backhoe began to install aerobic systems. The increasing demand for installation and service of aerobics in central Oklahoma during that time facilitated the growth of Biggs Backhoe to become one of the largest septic service and installation companies in Oklahoma. Shane has been an active member of the first septic installer’s association, OCIA (Oklahoma Certified Installer’s Association) and has served multiple terms as president. Shane has remained active in OCIA and now OOWA having at least one person on the board from his company every year since the early 2000’s. In 2016 Shane and his wife, Elizabeth, took over management of Biggs Backhoe and later in 2019 they purchased the company from Earl and Nita Biggs. Since the purchase of the company, they have added septic pumping and commercial septic installation to their company and expanded their septic service business. |
| Dinah Thomas - TreasurerBoard Member Since 2025Dinah did not set out to find her niche in the world of onsite wastewater. She relocated from the West Coast in search of a slower, less stressful way of life. In doing so, she left behind a career in international logistics and quality control, where she worked with companies such as Boeing and Northrop Grumman, and ultimately settled in rural Claremore. The local storm shelter shop seemed as good a place to look for work as any. Though she can sell storm shelters ‘til the cow’s fly (I mean come home), she really found the septic side of JT Services to be her forté. As an avid lover of nature and the outdoors, it’s no surprise Dinah takes septic seriously in an effort to protect our beautiful country and its natural wonders from environmental contamination. In her current position with JT Services, Dinah's priority is educating Oklahomans how their own personal water treatment systems can make a real difference in preserving groundwater health. Outside of work, Dinah pours her heart into volunteering with Okie Pet Rescue, coordinating the journey of fosters from the streets of Oklahoma to their furever families. She also finds joy in getting her hands dirty in her garden, digging for crystals (or any rocks of any kind, really), and a good sit on the beach. |
![]() ![]() | Dawn Rohrs - Affiliations LiaisonBoard Member Since 2022 | Licensed Installer, Pumper, and Soil TesterDawn Rohrs has a BS in Chemical Engineering from the University of North Dakota. She is also a licensed sanitarian and environmental specialist, a certified soil profiler, and a certified installer. Prior to starting Cyclone Septics in 2016 with her husband, Michael, she worked in oil & gas for 15 years as a drilling engineer. The company was initially a side-hustle until Michael and their sons, Austin & Cody, started working full time for Cyclone in 2017. In 2019, Cyclone became a manufacturer for NuWater aerobics, and Dawn semi-retired from oil & gas in 2021 to also join the company full-time. Today, Cyclone installs and sells aerobics to installers across Northern Oklahoma. In addition to Cyclone, Dawn also runs Blue Lion Consulting which focuses on oil & gas, construction, and general business consulting. |
| Cassie McCurdy - Manufacturing RepresentativeCassie McCurdy serves as the Sales and Customer Service Director at Oklahoma Saferoom and Septic, where she has been an integral part of the company since its launch in 2021. Known for her willingness to step into any role needed, Cassie has played a key part in growing operations in both Elmore City and Tulsa. Her passion for the industry, paired with her commitment to building strong and genuine customer relationships, has helped shape the company’s reputation for dependable service. Cassie resides in Broken Arrow with her husband, daughter, and their pups, where she enjoys balancing her professional dedication with her love for family and community. |

Danny Vise, Jr. is a licensed plumbing contractor and onsite wastewater system installer with over two decades of experience installing and leading operations in plumbing, onsite wastewater systems, and municipal development services. He currently serves as the Operations Director for 405 Plumbing, where he oversees daily operations for a 70-plus-employee residential and commercial new-construction plumbing and septic company. Danny’s career also includes extensive public-sector leadership, having served as Assistant City Manager for the City of Shawnee and in senior roles for the cities of Edmond and Moore, where he helped shape development processes, infrastructure planning, and regulatory compliance. Across both public and private sectors, he has built a reputation for improving systems, advancing workforce training, and creating strong relationships with contractors, regulators, and community partners. Danny is committed to supporting Oklahoma’s onsite wastewater industry by bringing practical field experience, regulatory/governmental insight, and a collaborative drive to the OOWA Board. |
| Jerry Halpain - Board Member Jerry Halpain brings three decades of industry experience to the onsite wastewater and utility sectors. Now celebrating their 30th year in business, his company began by installing septic systems and residential service water lines and has since expanded into commercial utility projects. Today, Jerry oversees 1–2 septic installation crews daily and also operates a successful precast business and concrete ready-mix plant. His broad expertise and long-standing commitment to quality workmanship have made him a respected leader in the field. |
| Randy Jones - Board MemberRandy Jones is the owner of Randy’s Skyline Construction, LLC, a family-owned business built on hard work and honest service. A DEQ-licensed septic installer since 2002, Randy brings over two decades of hands-on experience to every project. He has earned the trust of his community by doing things the right way and standing behind every job he takes on. Married to his wife, Shannon, for 16 years, Randy is a proud dad to Braxton and Brinlee, who inspire everything he does. His work—and his life—are rooted in family, commitment, and doing the job right. |
